Operations
Since the HARCFL opened in 2003, case submissions have increased by 33% each year. To keep pace with the growing demand for our services, the HARCFL is implementing the following enhancements and policies in 2008:
Self-Service Video and Cell Phone Kiosks
The laboratory now houses self-service kiosks where investigators can easily access their evidence. By using a kiosk, investigators can also—
- Review video tapes and DVDs in a forensically sound manner
- Take screen shots of needed images
- Extract information from cellular telephones.
To use the kiosks, call the laboratory on (816) 584-4300 to schedule an appointment.
Acceptance of Cases from Non-participating Agencies
Effective March 1, 2008, cases from non-participating agencies will be screened and prioritized according to an
objective set of criteria. Our goal is to accommodate all requests in a timely manner, however, non-participating agencies should retain their digital evidence until their cases are accepted by the laboratory.
Mandatory Participation in Case Agent Investigative Review (CAIR)
Effective July 1, 2008, any agency that submitted four or more cases to the laboratory in the past year is required to participate in the CAIR program. Participation is simple. To get started, the assigned investigator or a designee must have completed the 1-day CAIR training program. After that, they can review all processed evidence from the convenience of their office using the CAIR tool.
